Civil Services Forum,St Stephens College Presents ‘Civil Services Colloquium’ From 14th-16th January

The Civil Services Forum, St. Stephen’s College will be organising its first ever edition of its Annual Fest: “Civil Services Colloquium” from 14th January- 16th January 2019.

The themes for the fest will focus on three major fields- Governance, Diplomacy and the Civil Services Examination.

Mr. Punhani, an alumni of The Doon School, Dehradun, graduated from St. Stephen’s College in Economics in 1988. He further went on to study finance at the Indian Institute of Management, Bangalore(PGP). He joined the Indian Administrative Services in 1991 and was allotted Bihar cadre. He has had the opportunity to work closely with the government at various levels and has also represented the country at the international level. During the early years of his service, he was posted in Bihar and worked closely in different departments such as Health and education. He was the First Secretary at the Embassy of India, Brussels from 2006-10. He has also worked as the Joint Secretary and DG Labour Welfare in the Ministry of Labour and Employment. Currently, he is the Chief Vigilance Officer, NTPC. Apart from this, Mr. Punhani also received the Hubert Humphrey fellowship as a part of the Fulbright Program. He was also awarded the Health Summit Award for innovative use of technology in delivery of welfare schemes.

Mr. Rajesh Kumar is an IRS ( Indian revenue Services Customs and Central Excise) Officer and at present he is the Joint Commissioner of Customs and GST. He completed his schooling from St. Xavier’s School, Hazaribagh and St. Columba’s College, Hazaribagh and his graduation from St. Stephen’s College. He pursued History in college and excelled in the field. He was awarded the Shankar Prasad Memorial Gold Medal and also secured the first rank in his batch in graduation. In college, he was involved in a number of societies and was also the Joint Secretary of the History Society and the Electronics Society of the College. He is one of the most decorated IRS officers in the Indian Customs and Central Excise Department. Out of 25 officers, he was selected to be the face of an Indian Customs Officer on the first ever POSTAL STAMP released on Indian Customs in the year 2012 by the Postal Department, GOI. He has also been felicitated by the Hon’ble President and Vice President of India. He is very keen on interacting with young scholars and also holds various science workshops in schools.

Mr. Shivshankar Menon is an Indian diplomat who was the former Foreign Secretary of India and he currently occupies a very distinguished position in the Foreign Policy programme at Brookings India. His long career in public service spans diplomacy, national security, atomic energy, disarmament policy, and India’s relations with its neighbours and major global powers. Prior to joining Brookings, Menon served as the National Security Advisor to the Indian Prime Minister from January 2010 to May 2014. He currently serves as chairman of the advisory board of the Institute of Chinese Studies in New Delhi. He is the author “Choices: Inside the Making of Indian Foreign Policy” published by the Brookings Press and Penguin Random House in 2016.

 Mr. TCA Raghavan is a former Indian diplomat and was a 1982 batch officer of the Indian Foreign Service. He has considerable experience in South Asia policy issues and is considered an expert on Pakistan studies, including heading the Joint Secretary in the Division of the Ministry of External Affairs in Pakistan Afghanistan and Iran (PAI) division. From 2013 till his retirement in 2015 Raghavan was the High Commissioner of India to Pakistan. After retirement he has authored two books- the first being “Attendant Lords: Bairam Khan and Abdur Rahim, Courtiers and Poets in Mughal India” and the second as “The People Next Door: The Curious History of India’s Relations with Pakistan”. 

The session will be moderated by Mr. Krishan Bishnoi. Krishan Bishnoi is an alumnus of St. Stephen’s College, Sciences Po Paris (where he did Masters in International Security), Fletcher School of Law and Diplomacy (where he specialised in Diplomacy and Negotiations). M.Phil. in Chinese studies from Jawahar Lal Nehru University on China-Europe Economic Relations in 21st Century.
He has worked with United Nations for a year as Consultant for its agency “International Trade Centre”. Krishan has also worked with the Centre for Contemporary China Studies (CCCS) of Ministry of External Affairs as China expert and currently he is working on a culture related start-up.
Mr Krishan is also the founder of Civil Services Forum.
